Design and capabilities
FREYJA (designated FP-7.X in technical documentation) is a kinetic anti-ballistic missile interceptor developed by Ukraine as lead nation in partnership with nine European countries. Key published specifications: 7.25 m length, 530 mm diameter, 150 kg warhead, intercept range up to 200 km, ceiling 20 km altitude, and terminal-phase velocity of 1,500-2,000 m/s. The system is designed to engage ballistic missiles, including the Iskander-M and related variants, at ranges and altitudes that existing NATO short-range and medium-range air-defense systems cannot reliably cover.
The projected unit cost is $700,000 -- roughly one order of magnitude below Patriot PAC-3 MSE interceptors. Ukraine's stated production objective is scale: a low enough unit cost to allow attrition-tolerant layered defense at volume across extended frontlines and partner-nation territory.
Coalition and development structure
The partnership was publicly announced at a multilateral defense meeting in Paris on 13 July 2026. Ukraine leads interceptor and launcher development; partner nations contribute radar networks, tracking systems, and command-and-control integration. The nine partners have not all been publicly named as of the announcement, but the coalition spans both EU and non-EU NATO members, with France playing a prominent coordinating role in the Paris announcement.
President Zelenskyy stated a target of 12 months to initial operational capability, reflecting the urgency of the requirement: Russia's sustained ballistic missile campaign against Ukrainian cities and infrastructure has outpaced the interceptor stockpiles of existing NATO-supplied systems. Ukraine framed FREYJA as a contribution to collective European air defense, not only a national procurement.
