VSAT (Lithuania's State Border Guard Service) detained seven suspects, including three of its own officers, in an operation announced 8 September 2026, after a drone delivered 22 boxes of Belarusian cigarettes near the border in Lazdijai district. Interior Minister Martynas Katelynas said the next day he does not believe the case points to systemic corruption inside the service, but confirmed the arrests.

The operation started with a drone landing, not a tip about the officers

Overnight, VSAT teams intercepted a drone delivery of 22 boxes of Belarusian cigarettes in Lazdijai district and detained two people who arrived by car to collect the shipment. That led investigators to two junior specialists from the Kapčiamiestis border post, detained by VSAT's Immunity Division working with the "Kovas" special-response unit. A parallel arrest in Valkininkai caught two more suspects accused of organizing the smuggling. By Monday morning, a third officer - a senior investigator at the Varėna border detachment - was detained at his own workplace.

This is the same delivery method behind the incidents AirVeto has already reconstructed on this stretch of border: fixed-wing drones launched from Belarus, landed or intercepted inside Lithuania, carrying cigarette cargo under Belarusian excise stamps. The Daugidonys drone interception on 6 September 2026 - VSAT's 55th drone intercept of the year - happened two days before this operation, in the same Šalčininkai-Varėna-Lazdijai border sector.

The collusion angle is what separates this from a routine seizure

VSAT's own account frames the three detained officers as suspects in facilitating the smuggling operation they were assigned to stop, not as bystanders. Katelynas's comment, given the day after the arrests, addressed the collusion question directly: he said he does not want to believe this points to an entrenched problem inside the service, while confirming the detentions stand.

A drone-smuggling route that depends on evading border-guard detection is structurally different from one where guards are alleged to have been compromised. AirVeto's incident pages document intercepts - enforcement working as designed. This case is about the patrol officers assigned to that same stretch of border allegedly on the other side of it.

Cigarette-smuggling drones remain the dominant delivery method on this border sector in 2026

The Kapčiamiestis and Varėna border posts sit on the same Belarus-facing sector that produced the Daugidonys, Bartoszyce, and Demene drone interceptions earlier in 2026. Belarusian-taxed cigarettes, priced far below the Lithuanian excise rate, remain the cargo of choice; drones and balloons have displaced river-raft and on-foot delivery as the primary crossing method, per VSAT's own reporting cited in AirVeto's Neris raft brief.

No pre-trial investigation details - charges, court dates, further detentions - have been published as of 9 September 2026. AirVeto will update this brief if VSAT or the prosecutor's office releases further information.
